There is no destination-wide recreational-diving tag comparable to a tropical marine-park pass. Costs instead come from municipal visitor taxes, operator boat and site charges, and activity-specific permissions. Rügen rates vary by municipality; Rostock and Warnemünde use a citywide GuestCard system. Protected-water access, purposeful archaeological searching, and recovery are separate legal matters and cannot be replaced by paying a dive operator.
