There is no blanket Kvarner marine-park tag for ordinary visitors. Most recreational guests should dive through a registered center and pay the operator's published excursion, guide, rental and gas charges. The major regulatory cost appears only when a diver chooses truly individual scuba outside an organized center: Croatia's annual authorization costs EUR 318.53. Overnight visitors also pay a local tourist tax through accommodation, with the rate varying by municipality, season and traveler category.
