For clear ocean water, many travelers target late winter through spring (often Aug to Dec) for offshore islands and parts of the Northeast, when rainfall eases and visibility improves. Summer (Dec to Mar) is the warmest time for the Southeast and South coasts, but can bring heavier rain and more variable visibility near river outlets.
