Koh Phangan sits on the Gulf of Thailand weather pattern: many of the calmest sea days for boat trips arrive from roughly Feb through Aug, while the wettest and roughest stretch often clusters in Oct to Dec. Water stays warm year-round (often 27°C to 30°C), but visibility and boat comfort change with wind, swell, and runoff.
