The 2026 marine-park regulation distinguishes authorized guided activities from private scuba and apnea. Independent certified participants in Zones B and C need the correct personal authorization and published per-dive fee. Zone A recreational scuba and apnea are prohibited. Guided operators generally administer their own permissions, but their package price may or may not include rental, Nitrox, specialist guide, or marine-park administration. No separate island-wide visitor marine-park tag or confirmed Ustica tourism levy was found in the reviewed official sources; ask the accommodation about any current municipal lodging tax.
