Panagsama Beach/Sardine Run is Moalboal's signature shore-access spectacle, where a dense sardine ball hangs just off the beach and can shift with tide and current. The action stays close enough to the surface that snorkelers, freedivers, and scuba divers can all work the school from different angles. It is easy to reach but very busy, so guide direction and timing matter. The payoff is watching the school pulse, split, and regroup while tuna or thresher sharks occasionally cut through the scene.
