Refugio State Beach is a sheltered shore dive on the Gaviota Coast with kelp beds, sandy-bottom sections, and rocky reef just offshore. It is a good fit for easy beach dives and snorkels when surf is light, with crabs, rays, bass, rockfish, and nudibranchs in the kelp canopy and along the reef edge. The beach is popular on land, but the water tends to settle once you are past the surf zone.
