Overview
The Caribbean Netherlands is part of the Kingdom of the Netherlands, but it behaves like a separate Caribbean dive planning layer. For now, Bonaire is the production-ready destination: warm shore diving, STINAPA marine-park rules, yellow-stone site markers, easy truck-and-tank logistics, and reliable leeward reefs. Saba and St. Eustatius belong in the same constitutional family, but they should be built as their own destination products when we have enough live spot and partner coverage.
Use BQ for Caribbean Netherlands instead of burying Bonaire inside the European Netherlands destination stack.
