Western Shoals is a sloping Apra Harbor reef with healthy coral growth, shallow reef flats, and dense fish life. It is a boat dive in a protected harbor, so conditions are usually calm and accessible for beginners while still giving enough structure for a longer reef dive. The shallow edges can also work for snorkel outings, while the main slope holds turtles, schooling fish, and a mix of crevices and anemones. The site is best approached as a relaxed reef dive rather than a current-heavy offshore run.
