Kilima Steps is a stepped reef off Puerto Galera with ledges, ridges and rock formations that create a multilevel profile. It is usually reached by boat from Sabang-area dive centers and rewards slow swimming with corals, sponges and a lot of small reef life. Current can change with tide and moon phase, so it is best treated as a site where conditions matter as much as the reef shape.
